All data pertaining to full-time Army National Guard employees: initial assignment, promotion, leave, pay, periods of service, salary increases, and all other miscellaneous data that pertains to the individual through 31 December 1968. This information is necessary for information concerning retirement, pay, prior service, and overall employment. On January 1969 these employees became Federal employees covered by Federal Civil Service and from this date on employment records were started and maintained in accordance with Federal Personnel Manual procedures.

The Wisconsin National Guard was established as such by Chapter 208, Laws of 1879, but it was preceded by both a territorial and a state militia (WIHV91-A663).
